Kabinet-Rutte III treedt af na toeslagenaffaire
Den Haag – Het aftreden van kabinet-Rutte III was een val in slowmotion. De landing moest ook zacht zijn, om middenin een gigantische crisis niet te veel brokken te maken. Alleen minister Eric Wiebes (Economische Zaken) valt definitief weg.
’Het kan en mag niet nog een keer zo verschrikkelijk misgaan”, zegt Mark Rutte vrijdagmiddag over de toeslagenaffaire. Hij biedt daarom het ontslag aan van zijn derde kabinet. Zelf gaat hij intussen door als lijsttrekker van zijn VVD. Net als de huidige kabinetsleden Wopke Hoekstra (CDA) en Sigrid Kaag (D66). „Het is aan de kiezer om bij de verkiezingen te bepalen hoeveel zetels de partijen krijgen”, vindt Rutte
De inmiddels demissionaire premier heeft zijn best gedaan om het kabinet zo rustig en gecoördineerd mogelijk te laten vallen. Overleg na overleg werkt het kabinet de afgelopen weken toe naar de conclusie die sinds deze week als onvermijdelijk wordt gezien. Maar de kiem voor de val is al veel eerder gelegd.
Parlementaire enquête
Want al voor de zomer gaat er een siddering over het Binnenhof als de Tweede Kamer voor een plan stemt om een parlementaire ondervraging over de toeslagenaffaire te organiseren. Die komt er door een handigheidje van GL-Kamerlid Bart Snels, die doorheeft dat de door SP gewenste parlementaire enquête nooit groen licht gaat krijgen van de coalitie.
Snels sleutelt daarom maanden aan een voorstel voor een parlementaire ondervraging waar de SP ook mee kan leven. En de coalitie kan na al het leed dat de ouders is aangedaan onmogelijk een voorstel weigeren om de zaak uit te zoeken. De Kamer gaat akkoord en vooral GL maakt haast om de verhoren op poten te zetten. Een politieke thriller kondigt zich aan, met in de hoofdrol politieke kopstukken die een paar maanden voor de verkiezingen onder ede met de billen bloot moeten.
Compensatie
Het kabinet besluit in Catshuis-overleggen tot ruimere compensatie, in elk geval 30.000 euro voor iedere gedupeerde ouder. De VVD wil tijdens die gesprekken van opstappen niet weten. Andere partijen leggen de politieke vraag wel op tafel. Maar een antwoord wil niemand nog geven.
Dat het kabinet uiteindelijk opstapt, weet iedereen deze week al wel, al houden de coalitiepartijen de kaarten op de borst tot de allesbeslissende ministerraad van vrijdag. Overal klinkt het besef dat het beeld hoe dan ook niet best is. Als kabinet vertrekken middenin de grootste crisis sinds de Tweede Wereldoorlog maakt misschien geen krachtdadige indruk. Maar gewoon blijven zitten tot aan de verkiezingen zou uitstralen dat het kabinet de schuld aan de ellende van duizenden toeslagouders van zich af laat glijden. Dus masseert Rutte voortijdig de boodschap in dat het kabinet de coronacrisis gewetensvol zal blijven managen, demissionair of niet.
Eric Wiebes
In Den Haag valt meteen te horen dat dit wel eens het einde van het kabinet kan betekenen. Een andere optie die wordt genoemd, is het vertrek van Wiebes. Het wordt allebei. Het kabinet valt, gaat demissionair verder, maar dan zonder de VVD-minister. Wiebes wil nu ’oplossingen en geen Haagse perikelen’ en dus stapt hij op. „Dan kunnen we dat politieke hoofdstuk overslaan.” Minister Cora van Nieuwenhuizen (Infrastructuur) neemt zijn post voorlopig over, de VVD gaat nog op zoek naar een vervanger voor de komende maanden.
Hugo de Jonge
„We zullen op exact dezelfde manier ons werk blijven doen”, zegt coronaminister en vicepremier Hugo de Jonge vrijdagmiddag. Garanties dat het soepel zal verlopen, kan Rutte niet geven. De coalitiepartijen zullen in elk geval hun wekelijkse overleg op maandag in stand houden.
En De Jonge geeft aan dat er door de ministers ook is nagedacht over hoe ze Nederland duidelijk kunnen maken dat ze zich geen zorgen hoeven te maken: „Ik heb het uit proberen te leggen aan mijn dochter en dat valt niet mee. Je ziet een terugtredend kabinet en denkt: oh jee. En dat begrijp ik ook.”
